It is important to note that the Xbox 360 version, developed by Sumo Digital, differs technically and mechanically from the Xbox One version:

Extract your own save: Plug your USB into the Xbox 360. Go to Settings > Storage > Copy your current Forza Horizon 2 save to the USB. Then move the USB to your PC.
Open Horizon: Launch Horizon and open your USB drive. Locate your Forza Horizon 2 save. Right-click and select "Extract" (back it up!).
Load the downloaded save: Click "File" > "Open" and select the 100% save file you downloaded.
Rehash & Resign: This is the magic step. Go to the "Tools" tab. Horizon will read your console ID and profile ID from the USB. Drag your Profile ID and Device ID into the downloaded save, then click "Rehash & Resign".
Inject back to USB: Click "Save" to overwrite the file on your USB.
Load on Xbox 360: Plug the USB back into your Xbox. Copy the save from USB to your HDD. When you launch Forza Horizon 2, select the "100% Complete" save file.
