The Loyalty System (Rise and Fall)
No longer can you plant a city deep in enemy territory just to grab a strategic resource. Loyalty pressure means cities now have a cultural gravity. To conquer, you must either raze, govern via a nearby city, or use a Governor like Victor (Defense) or Amani (Loyalty) to hold the line. This completely eliminates the AI’s old habit of “forward settling” you.
Bug Fixes: Resolved the "999+ turns" production bug for specialty districts caused by the Culture Industry policy card in Dramatic Ages mode.
