How to Enable Mods:

Launch The Binding of Isaac: Repentance.

From the main menu, go to Options.

Scroll down until you see "Mods" or "Enable Mods".

Set it to ON.

The game will restart.

After restart, go to the main menu and select "Mods" (a new menu option appears).

You will see your manually installed mods. Use the arrow keys/mouse to toggle them ON.
